Its never too early nor too late to start training, in other words your puppy is never too young nor too old to learn. There is a precious imprinting stage before 12 weeks of age that makes training, especially advanced off-leash training much easier, not to mention you also need to house-break your puppy. The technique changes at 12 weeks and again at 16 weeks of age, therefore at 16 weeks your puppy is old enough to learn formal obedience.
