"The management at this complex is new at their jobs and it shows. Simple issues can take a decent amount of time to resolve (such as getting a second floor key) and complex issues can take seemingly forever to resolve (fixing the security system).
As for the utility bills, I agree they over-sell the fact that they pay for heat/ac because you still have to pay for the fan. Don't expect your electricity bill to be as drastically lower as they lead you to believe, but my bills for 1000sqft were on average $50 less per month after I moved here.
But regardless of the faults, I have found the management office to be exceedingly kind and fair. I've stayed in several professionally managed complexes in Tampa and elsewhere and everything has been very easy to get done, even if it takes awhile.
The staff recognizes me when I pass them in the halls and remembers the open issues, providing me updates and asking how things are going without my prompting.
I recently moved out due to deployment and the move out process could not have been easier. I ended up revising my move out date at the last minute and that was not a problem. I even forgot to clean some things out of the fridge, so they let me come back and get the items. I've moved out of complexes that have charged over $180 to dispose of things I purposely left for the next occupant.
The complex did not require a thorough cleaning, and their definition of "wear and tear" was liberal enough to keep me from having to repaint the walls (again, better than other places I've lived). Deposit check was ready two days after moving out, and they let me pick it up at the office to save having to wait for it to be mailed.
Overall, I definitely recommend giving this place a look. The location and accomodations are top notch, management is friendly."
